Acting on the queries raised by Auditor-General to the Federation (AGF) in 2015, the House of Representatives has ordered the Permanent Secretary of the Police Service Commission (PSC), Mr. Istifanus Musa, to refund N12 million to the Federation Account he spent on workshop in 2014 without budgetary provisions.
The AGF said that the action was a clear violation of the Financial Regulations and that the money must be returned.
The agency wondered how N12million was paid in 2015 to the beneficiaries without appropriation in 2015, for workshop conducted in Nasarawa State in 2014.
The House Committee on Public Accounts, which gave the order on Monday, noted that Section 80 of the 1999 Constitution (as amended) was breached.
The Committeeas Chairman, Hon. Kingsley Chinda (PDP, Rivers) said that “it’s glaring that the action violates Sections 80 and 81 of the Constitution which captures extra-budgetary expenditure.
“We upheld the report of the AGF that the sum of N12 million should be returned with a word of caution that MDAs should not unilaterally carry over expenditure.”
Responding, Musa said that, “we made all the necessary documents available to the AGF in 2015 because the releases in 2014 came late.
“I plead that the documents should be accepted as the training was conducted in November of 2014,” he said.
