Violation of Public Service Rules: Why Health Ministry retires staff of FSMLST

A staff of the Federal School of Medical Laboratory Science Technology FSMLST Jos, Dr. Sunday Yakubu Bot has been retired in Public Interest.

The retirement letter dated 24th February, 2022, signed by the Deputy Provost (Administration) FSMLST, Fredrick Olowu was said to be in compliance with another letter from the office of the Permanent Secretary, Federal Ministry of Health conveying approval to that effect following the recommendation of the Appointment, Promotion and Disciplinary Committee (AP & DC) meeting of the Institution held on Thursday 11th November, 2021.

The letter which was addressed to Bot read in parts: “I am directed to convey approval of the Permanent Secretary for your retirement from the Federal School of Medical Laboratory Technology (Science), Jos in Public Interest with effect from 1st March, 2022.
You are to handover properties of the school in your custody to the undersigned”.

Bot and one Gyang Joshua Boyi (a staff of FSMLST too) since 2020, have been under investigation by different agencies and establishments including the Independent Corrupt Practices and other Offences Commission (ICPC) on alleged illegal acts, amongst which was collection of salaries from two different establishments concurrently.

This was said to be in violation of the Public Service Rules (PSR 030402 (q) described as “serious misconduct of keeping more than one full time jobs of which the penalty is dismissal.

“Bot in particular was found culpable of serious misconduct as enshrined in the above section of Public Service Rules.

Consequently, in a letter by the ICPC to the FSMLST dated 13th September, 2021, directed the management of the school to invoke the school’s internal administrative mechanism and commenced disciplinary action against Bot for serious misconduct as stipulated in section 030402 (q) of the Public Service Rule.

This medium learnt that the above development led to the convocation of management meeting on October 04, 2021 where the management took a resolution and directed the Deputy Provost (Administration) to issue a letter of dismissal to Bot accordingly.

The management of the school is also said to have received complaint of impersonation against Bot when he was alleged to have claimed to be the Deputy Provost (Academics) during his book launched some years ago.

Also, the school management is said to have discovered that the Masters Degree in Medical Laboratory Science Bot claimed to have obtained from the Ambrose Alli University, Ekpoma and used to obtained his Ph.D Degree was not known anywhere in the world.

This verification is said to have been made at the National University Commission (NUC).

This medium further learnt that when the Federal Ministry of Health was informed of the dismissal of Bot on ground of violation of Public Service Rules stated above, the ministry constituted an investigative Committee on the matter and the outcome of the report of the committee culminated in the retirement in Public Interest of Bot from Public Service.

This medium also learnt that the outcome of the investigation Committee report on Gyang Joshua Boyi would soon be equally made public.
