Sweet Testimonies As CP Sama’ila Shu’aibu Dikko Pulls Out Of Service

It was a rain of testimonies of hard work, discipline, dedication to duty and patriotic service to the country and humanity for the outgoing Kano state Commissioner of Police, Mr. Sama’ila Shu’aibu Dikko, when community policing stakeholders, management team of Kano state police Command, friends of the police, including officers and men of the Command, gathered at the Police Officers’Mess for the very last stakeholders meeting chaired by the retiring police boss on July 25. CP Dikko is billed to officially pull out of the service by Wednesday, 27 July, 2022, after attaining the age of 60 years.

All who spoke at the event described CP Dikko as a patriotic police officer who meritoriously and selflessly served his country and humanity, without any trace of misbehaviour, misconduct and corruption during his service years, and particularly, during his 17 months stay in Kano as Commissioner of Police.

Among those who spoke glowingly of the outgoing police boss include the Area Commander of Mopol 9, ACP Shu’aibu Bello, who described him as, “an encyclopaedia of community policing, a motivational leader and compassionate but no nonsense administrator who carried everybody along on the line of duty irrespective of ranks and age.” ACP Bello also advised CP Dikko to write a book detailing how he was able to achieve an excellent and corrupt-free service so that officers and men will use it as a guide to serve the country and humanity diligently. Also, the Deputy Commissioner of Police in charge of State Criminal Investigation Department (SCID), Umar Anna, recalled how CP Dikko who held the same position in Yola, Adamawa state, before his promotion as Commissioner of Police and transfer to Kano, repositioned the SCID with his wealth of experience.

The Managing Director of Kano Road Traffic Agency (KAROTA), Hon. Baffa Baba Dab Agundi said it was a memorable experience working with CP Dikko. He also attested to the fact that all the accolades showered to CP Dikko by over a dozen of police officers and civilians who spoke at the event were just the truth. The chairman of Nigeria Union of Journalists (NUJ), Kano state Council, Comrade Ibrahim Abbas, testitified that the outgoing Commissioner of Police enjoyed excellent working relationship with journalists in the state as he was always available to provide answers to probbing questions concerning security in the state. Describing him as a fine gentle police officer, Comrade Abbas recalled how CP Dikko humbly decided to pay familiarrization visit to Kano NUJ when he assumed duty as police Commissioner, and kept his promise of working closely with journalists to ensure security of lives and property in the state.

In his emotion-laden speech, CP Dikko who said he had no regret serving his country as a police officer and encouraged officers and men of the Command to his legacy of cirrutp-free police system aglow. He also declared that since he assumed duty as the 42nd Commissioner of Police in Kano, he never asked for bribe or gratification from civilians and or “returns” from DPOs, Area Commanders and other Senior Police officers. This fact was, however, substantiated by police officers who spoke during the event.

According to him, “words are not enough for me to express my appreciation to the Inspector General of Police, IGP Alkali Baba Usman, psc(+) NPM, fdc for finding me worthy to serve as the Commissioner of Police of Kano State. I am ever indebted to the Kano State Government under the leadership of Dr. Abdullahi Umar Ganduje, OFR (Khadimul Islam) for all the support and for giving the issues of security a priority during my tenure in the State. I also appreciate the Assistant Inspector General of Police, in charge of Zone 1 Kano, AIG Sadiq Abubakar Bello, psc and my predecessor, AIG Habu A. Sani, psc for encouragement and guidance and our Community Policing Stakeholders including; Traditional Rulers, Religious Leaders, the Media, Police Community Relations Committee (PCRC), Civil Society Organizations (CSOs), Non-Governmental Organizations (NGOs), Civil Liberty Organizations (CLOs), Youth Organizations and the good people of Kano State for their support, prayers, encouragements and cooperation.

“On assumption of my duty, I met a working Community Policing Strategy in the State. I, therefore, obtained guides and briefs from my predecessor. I met the Departmental Heads of the Command. The State was carefully crime-mapped and an Action Plan was analytically designed. The following Anti-crime strategies were employed: Robust Community Policing Engagements, Rapid Response to Distress Calls, Intelligence-led Policing, Visibility Policing, Constant Raids of Criminal Hideouts and Black Spots, Public Enlightenment Programs in the Television, Radio and the Social Media, Adherence to the Ethic of the Force, Synergy with Sister Security Agencies and Community Policing Stakeholders.”

He further stated that, “all these engagements translated to the peace being enjoyed in the State today. I must commend the Officers and Men of Kano State Police Command for their Hard Work, Commitment, Dedication and their dogged efforts in fighting Crime and Criminality. I also appreciate other Security Agencies for our good working relationship.
Where these are achievements, there may be challenges. My major challenge in the course of Policing Kano State is granting bail to criminals after they were charged to court. We have arrested many suspects for felonious offences like Armed Robbery and Motor Vehicle Theft, but in no distance time, we use to arrest them for similar offences after charging them to court. I, therefore, call those concerned to do the needful in ensuring proper punishment for offenders.”

Indeed, CP Dikko ensured that Kano remained secured, peaceful and crime-free in his 17 months sojourn as Commissioner of Police of the most populous state in the country. He recorded uncommon achievements which made him a toast of both citizens and government of the state.

During his stay, he ensured the arrest of two Boko Haram suspects, 338 armed robbery suspects, 172 kidnapping suspects, 14 human trafficking suspects, 10 suspects for running illegal rehabilitation centre with
tortured of an inmates, 126 suspected fraudsters, 210 suspected drug dealers, 126 motor vehicles thieves, 58 tricycles thieves, 14 motorcycle thieves, 41 suspected cattle rustlers, and 1,918 thugs (‘Yan Daba).

He also rescued 160 inmates who were victims of illegal confinement, 45 kidnapped victims, 25 human trafficking victims,two victims of solitary confinement. He also recovered 143 Rifles, including one SMG, 15 AK-47s, one Micro Uzi, one Type-06, 39 pistols, 77 locally made guns, nine den guns,
two Pump Actions, two Toys Guns, three Full Magazines loaded with 7.62 Live Ammunition and 1,117 Rounds of Live Ammunition, 178 Motor Vehicles, 120 Tricycles, 72 Motorcycles. 13 bicycles, 66 Cattles, 30 Sheeps, 1,148 Knives, 96 other Rod-made Sharp Weapons, 93 Clubs (Gora) six cutlasses, 1,442 packets of Tramadol valued at N29,754,000.00, 14 Cartons of fake Tramadol drugs valued N2,400,000.00, 50 bags, 2,265
wraps and 1,243) parcels of dried leaves suspected to be Indian Hemp valued N45,106,000.00, four bags of Codeine Syrup, 74 packages of Red Solutions, 2,027 packets of Exol Tablets valued N59,445,000.00 used for intoxication, 75 cartons of expired Diclofenac Tabs, 483 pieces of Suck and Die, 3,085 packets of Dizapam Tablets, 140 sachets of Rapanol Tablets, 150 bottles of Codeine, 35 pieces of Volume-5 Tabts, 80 bottles of Suck and Die Substance, 901 Mobile Phones, 22 ATM Cards, 98 pieces of US Dollars notes counterfeit and131 pieces of Euro, American and Canadian coins, 2,000 Detonators with code over 5,000
Rolls, remote Control with the Devices in Cartons, two Grenades Explosives, five packet of Air Conditions, 1,718 SIM Cards, 32 Jerry-Cans of Fuel PMS, four Improvised Explosive Device (IED), 16 Plasma TV, eight Computer Laptops, two Solar Panels, 50 Generators, nine pairs of motor vehicle plate numbers, 32 empty bottles of Syrup, 144 expired Mina-Mina Sweet and condensed tin-milk.

Simplicity and humanity personified, jovial, kind-hearted and generous, godly and dedicated to duty, CP Sama’ila Shu’aibu Dikko, (fsi), was born on the July 27, 1962, at Lere town, in Lere Local Government Area of Kaduna State. After completing mandatory Primary and Secondary School education
from 1970 to 1982, he attended School of Basic Studies at the prestigious
Ahmadu Bello University (ABU) Zaria from 1982 to 1983 and also obtained
his B.A in Public Administration from 1983 – 1986 in the same Institute. He
did his one (1) year National Youth Service Corps (NYSC) in Rivers State,
from 1986 – 1987.

He Joined the Nigeria Police Force as a Cadet Assistant Superintendent
of Police (C/ASP) on the 3rd March, 1990 and trained at the famous Police
Academy Annex, Kaduna. He traversed to all the Six (6) Geo-Political Zones
of the Country and served in many Formations and Commands. He served as Officer in Charge, Patrol and Guard (P&G), Divisional
Crime Officer (DCO), Officer in Charge, General Investigation, SCID
Rivers State, ADC to the Former Executive Governor of Nassarawa State,
Dr. Abdullahi Adamu, Divisional Police Officer (DPO) in many Divisions,
Acting Area Commander, Lantang and Jos Metro, Plateau State, Area
Commander Bode-Sa’adu, Kwara State, Zonal Coordinator, North West
Border Zone and Deputy Commissioner of Police in Charge of State Criminal
Investigation Department (SCID) Katsina and Adamawa State Police Commands.

He attended many Courses, Seminars and Workshops both within and
outside the Country. Some of which includes: Junior Command Course – Police Staff College, Jos – 2000, Conflict Management Training – 2003, Information Intelligence Course, Madrid and Spain – 2004, Strategic Leadership and Command Course, Police Staff College, Jos –
2016, Higher and Results-Oriented Management Course at Topo, Badagry,
Lagos 2016, Executive Intelligence Management Course (EIMC), Institute for
Security Studies, Abuja – 2017, Honoured also as a Justice of Peace (JP).

He served meritoriously as a seasoned Police Officer who received many Awards and
Commendations. He is happily married and blessed with children. On July 24, the Coalition of Ulama and Civil Society Organization led by Prof. Musa Borodo presented an award of commendation to bid him goodbye. Also, Kano state government has planned a farewell dinner party for him to be held on August 13, 2022.
