The Head of the Civil Service of the Federation (HCSF), Dr Folasade Yemi-Esan on Wednesday disclosed that a total of 69,308 civil servants are currently on the Federal Government pay-roll.
This came as she also mandated all Ministries, Departments and Agencies MDAs of the government to fully digitalise their operations and services by 2025.
She stated these on Wednesday in Abuja at a media parley to mark 2024 Civil Service Week with the theme; “Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning in Africa.”
She said;
“The office also completed the Verification exercises for core
MDAs in the six geo-political zones and F.C.T with follow-up
mop-up exercises.
“IPPIS HR has been rolled out in all the core MDAs, and the
activities for the rollout of the non-core MDAs have commenced
in 40 non-core MDAs.
So far, 69,308 Civil Servants who participated fully in the verification
exercise have been payrolled”.
Yemi-Esan disclosed that her Office is partnering with Galaxy Bone for the provision of broadband services to all MDAs, adding that her Office has gone digitalised, as mails and proposals from from individuals and corporate bodies are now sent via designated email address.
“Every Permanent Secretary is responsible for the digitalisation of their MDAs. The digitalisation of the workforce is another reference point in ongoing transformation, as this is cardinal in achieving the Renewed Hope Agenda.
“Following very extensive work carried out in collaboration with AIG-Imoukhuede Foundation, the Office has put in place the required mechanisms for smooth transition to digitalisation.
“My Office has successfully transitioned to paperless office. All personnel and policy files are digitalised and work flow processes are now transacted digitally.
“All official correspondences in the form of mails, internal and external circulars are processed electronically.
“The Office of the Head of the Civil does not collect physical mails from outside.
“Also, all the ministries are not left behind as they have been directed to ensure fully digitalisation by 2025.”
In addition, Yemi-Esan disclosed that 8,905 Civil Servants have been trained under the
physical option of the Structured Mandatory Assessment-Based
Training Programme (SMAT-P), which consists of Basic, Intermediate,
and Advanced modules just as 2,676 civil servants have been trained under the blended
e-learning initiative.
According to her, this is in addition to the collaboration of the Service with the
private sector on the AIG Public Leaders Programme, which is
facilitated by the Blavatnik School of Government (BSG), University of
Oxford, United Kingdom.
“The Public Leaders Programme offers
emerging African public sector leaders a unique opportunity to
develop their leadership capacity and acquire the skills and
knowledge necessary to drive change.
” 169 public servants in three
cohorts over a period of three years have been sponsored through
private-sector collaboration with the AIG Imoukhuede Foundation.”
She also noted that the reinvigorated drive to sanitize government HR Records on the
I.P.P.I.S has yielded positive outcomes.
” Detection of a total of 1,618 officers whose letters of
employment were either fake or illegal; a verification audit carried out by the Federal Civil Service
Commission leading to the investigation by the Independent
Corrupt Practices & Other Related Offences Commission (ICPC)
of over 3,600 individuals who did not present themselves for
verification.”
