Kogi State Governor Ahmed Usman Ododo has announced plans to secure legislative backing for a 32-year development plan spanning from 2024 to 2056. The initiative, aimed at ensuring continuity in the state’s strategic growth, was revealed during the presentation of the 2025 budget proposal to the Kogi State House of Assembly on Tuesday.
The governor emphasized the importance of legislative support to sustain progress in areas such as infrastructure, human capital development, and solid mineral resources. He stated that the framework would prevent project abandonment and deviations from the state’s long-term vision to position Kogi as an investment hub.
“As part of our efforts to build a new and prosperous Kogi State, we have developed a 32-year state development plan with the theme ‘Shared Hope and Prosperity.’ The document is a comprehensive roadmap designed to transform Kogi State into a thriving, inclusive, and sustainable economy,” the governor said in a statement issued by his Special Adviser on Media, Ismaila Isah.
The plan is anchored on three pillars: fostering prosperity, building resilience, and providing sustainable development through innovation, wealth creation, healthcare, and human capital development. The governor outlined the three phases of implementation: 2024-2033 will focus on foundational growth through infrastructure and economic diversification; 2034-2043 will prioritize economic acceleration and governance; and 2044-2056 will consolidate earlier gains while promoting innovation.
2025 Budget Proposal Overview
Governor Ododo presented a proposed budget of ₦584.4 billion for the 2025 fiscal year, tagged the “Budget of Consolidation and Continuity for Inclusive Development.” The budget represents a 43.34% increase from the 2024 revised budget, amounting to an additional ₦176.08 billion.
The proposal allocates ₦302.81 billion (51.99%) for capital expenditure and ₦279.59 billion (48.01%) for recurrent expenditure. The sectoral breakdown includes:
Administration: ₦120.05 billion (20.61%)
Economic Matters: ₦227.82 billion (39.12%)
Law and Justice: ₦23.75 billion (4.08%)
Social Services: ₦210.78 billion (36.19%)
Governor Ododo highlighted that the policy direction of the budget aligns with the state’s fiscal strategy and Public Financial Management Reform, emphasizing efficient spending, wage bill control, and revenue generation through leakages prevention.
The governor outlined the primary objectives of the 2025 budget, which include improving education, healthcare access, food security, and infrastructure. Other goals are expanding trade and commerce, enhancing urban and rural road networks, ensuring access to safe water, and creating opportunities for youth development.
The budget also targets boosting internally generated revenue, pursuing debt repayment, fostering a conducive business environment, and promoting public-private partnerships. Ododo underscored the importance of prioritizing ongoing projects and introducing new initiatives aligned with the 32-year development plan.
Governor Ododo concluded by reaffirming his administration’s commitment to laying a solid foundation for sustainable growth, ensuring Kogi State remains competitive and attractive for investors in the years ahead.
