The House of Representatives Committee on Petroleum Resources (Upstream) has concluded plans to initiate five bills aimed at addressing challenges in the oil sector. The committee’s chairman, Allhasan Ado-Doguwa, made this announcement at a joint meeting with the Special Committee on Oil Theft.
Ado-Doguwa stated that the proposed bills are part of a legislative intervention to support national efforts in securing oil and gas assets and curbing crude oil theft. The lawmaker noted that the two committees will collaborate on the proposed legislations, given their shared interest in addressing issues related to crude oil.
One of the proposed bills, according to Ado-Doguwa, is geared towards establishing a commission that will tackle pipeline vandalism and other oil sector-related crimes. This bill is aimed at strengthening the security of oil infrastructure and preventing theft and sabotage.
Another bill, championed by the Speaker of the House, Tajudeen Abbas, seeks to establish a commission to oversee the decommissioning of oil assets. Ado-Doguwa explained that the decommissioning process is a major policy priority of the current administration, but there are gaps in oversight that need to be addressed.
The House Committee chairman noted that the proposed legislation will provide statutory authority and a legal framework for a commission to manage the decommissioning process. The bill will also ensure that the interests of host communities are taken into account.
Ado-Doguwa emphasized that the committees are deeply concerned about the increasing insecurity and criminal activities around oil-producing areas. The proposed bills are a legislative response intended to complement government efforts in protecting critical national assets.
The joint meeting between the two committees is aimed at ensuring that their efforts are coordinated and effective. By working together, the committees can ensure that the proposed bills are comprehensive and address the key challenges facing the oil sector.
