President Bola Ahmed Tinubu has transmitted four executive bills to the Senate seeking to reform the National Drug Law Enforcement Agency (NDLEA), amend the Nigerian Safety Investigation Bureau (NSIB) Act, establish a National School of Government and domesticate international humanitarian laws.

The bills were conveyed in a letter from the President read on the floor of the Senate by Senate President Godswill Akpabio in accordance with the 1999 Constitution as amended.

The first, the NDLEA Bill 2026, seeks to provide a consolidated legal framework for the Agency’s operations and strengthen its powers, including its capacity to investigate individuals suspected of involvement in illicit drug-related activities. The proposal comes amid sustained efforts to strengthen Nigeria’s response to drug trafficking and related offences.

The second, the Nigerian Safety Investigation Bureau Amendment Bill 2026, seeks to amend the NSIB Act 2022 to reposition the Bureau as an independent authority and expand its mandate. The bill also proposes transferring supervisory oversight of the Bureau to the Presidency, alongside changes to its administrative structure.

The third is the National School of Government Bill 2026, which seeks to repeal the Administrative Staff College of Nigeria Act and establish a National School of Government as a national centre for governance training, public-sector capacity development and institutional strengthening.

The fourth bill seeks to domesticate the four Geneva Conventions of 1949 and their two Additional Protocols of 1977, which provide protections for victims of armed conflict, as well as the Rome Statute of the International Criminal Court which provides framework for prosecuting genocide, war crimes, crimes against humanity and the crime of aggression.

The bills will now be listed for consideration and passage by the National Assembly.
