The Federal Government has begun move to change negative narrative of redundancy, ineffectiveness and inefficiency associated with the civil service.
Head of the Civil Service of the Federation, Dr. Folashade Yemi-Esan stated this on Thursday in Abuja during a critical stakeholders meeting on the Implementation of Modern Performance Management System, PMS, in the Federal Public Service.
She said an “end-to-end automation” process will be deployed to track performance of civil servants.
The HoS said the overall goal is to improve upon their output at work.
She said the negative narrative must change going forward.
According to the Head of Service, the Executive Order 012 signed recently in October by President Muhammadu Buhari, was meant to drive the institutionalization of the PMS.
She further lamented that Kenya which began the institutionalization process same time with Nigeria, has already moved farther ahead.
While charging Permanent Secretaries to drive the process, Yemi-Esan noted that the PMS is coming to replace the annual performance evaluation system. This, she said, is to ensure that employee performance is linked to institutional goals and objectives.
“We must not fail to understand that the delivery of government’s policies is critically dependent on employees delivering on their various objectives,” the HoS noted.
Speaking earlier, the Permanent Secretary, Career Management Office, OHCSF, Engr. Marcus O. Ogunbiyi, PhD affirmed that the new Performance Management System provides a systematic process, setting targets, providing support for employees, as well as measuring results. He added that it also provides a framework for continuous tracking of employees’ plans in a manner that is consistent and measurable for developing and improving their tactics to perform all their jobs and motivating them for greater productivity
In his remarks, Chairman, Federal Civil Service Commission, Tukur Bello, assured that the commission will embrace the PMS and give the OHCSF all the necessary support.
Director, Performance Management Department, OHCSF, Bosede Olaniyi in her presentation of the PMS strategy, informed that the PMS was birthed by the need to sustain the capacity and intellect of the civil service.
