The Director-General, National Council on Climate Change, Dr. Salisu Dahiru said Nigeria will submit it’s first Binennial Transparency Report (BTR) to the UNFCCC in December 2024.
Dahiru stated this in his presentation titled “Overview of BTR-NC and Nigeria reporting Cycle” at a 5-day training workshop for the preparation of Nigeria’s First and Second Biennial Transparency Report (BTR1&2) and the Fourth National Communication in Lagos.
The workshop was organized by the NCCC with the support of the United Nations Development Programme UNDP.
He said the second BTR and fourth National Communication will be submitted in 2026 as required in the modalities, procedures and guidelines (MPGs) of the Enhanced Transparency Framework (ETF).
He identified some challenges in preparation of BTR to include inadequate operational GHG inventory management system and technical knowledge how of the entire management of the system and no centralized system for collating databasing, archiving and sharing of climate data.
Other challenges he said are political instability in some regions of the country that hinders extension of technical support on ETF reporting at the sub-national level; inadequate familiarization of the technicality of MPGs of the ETF and yet to develop country specific emission factor due to disaggregated data not collected systematically.
Going forward, Dahiru recommended building capacity on the developed UNFCCC reporting tools and the MPGs of the ETF embedded in (Decision 18/CMA.1 & 5/CMA.3).
“Strengthen information and data source to track progress of NDC mitigation and adaptation actions, including support needed and received.
“Establish a full fledge operational GHG inventory management system and build technical capacity to run the system.
“Systematic and centralized collation of data on projects to meet the ETF requirement on mitigation,” the DG added.
