The Nigerian Defence Academy (NDA) has signed a Memorandum of Understanding (MoU) with the Centre for Civilians in Conflict (CIVIC) to enhance the training of cadets, instructors, and staff, integrating civilian protection principles into military operations.
This collaboration aims to embed the principles of Protection of Civilians (PoC) and Civilian Harm Mitigation (CHM) into the NDA’s curriculum, reflecting a shared commitment to fostering a more responsible and civilian-focused approach in military practices.
Speaking at the signing ceremony, Major General John Ochai, Commandant of the NDA, highlighted the significance of the partnership.
“This MoU represents a significant step towards strengthening our relationship with the Centre for Civilians in Conflict. It will enhance the capacity of our cadets, who will be the future officers of the Nigerian Armed Forces and our regional allies. Their training will now encompass vital civilian protection strategies that are essential in today’s complex operational environments,” he said.
The agreement establishes a framework for collaboration, including specialized training modules, workshops, and the introduction of the Technologically Enhanced E-learning Application (TEELA). These initiatives aim to equip cadets with the skills necessary to prioritize civilian safety and rights during military operations.
The programme is supported by the United Kingdom Foreign and Commonwealth Office’s Integrated Security Fund (ISF), reinforcing efforts to integrate civilian protection and harm mitigation into military education.

By sharing our field experience and knowledge, this MoU will not only strengthen the capacity of the NDA’s cadets and instructors but also create a lasting impact on military practices in Nigeria and beyond,” she stated.
Mr. Julius Nasamu Gaiya, representing CIVIC, played a key role in facilitating the partnership, which represents a transformative step toward building a safer, more accountable military framework in Nigeria.
