Okereke Emerges as Leading Voice in Governance, Legislative Reforms

Legislative governance expert and public policy strategist, Dr. Chibuzo Okereke, has continued to gain recognition for his contributions to legislative strengthening, democratic governance, public financial management, youth development, and institutional accountability in Nigeria and across Africa.

An alumnus of the Young African Leaders Initiative (YALI-RLC), the European Union Inter Pares Legislative Capacity Development School, and the Centre for Leadership, Strategy and Development (Centre LSD) Leadership School, Okereke has built a career spanning governance reforms, parliamentary strengthening, leadership development, and civic engagement.

At the continental level, he served as Regional Director for West Africa under the African Union Agenda 2063 Chapter, where he contributed to initiatives aimed at promoting youth participation, citizen engagement, and advocacy in support of Africa’s long-term development objectives.

Okereke’s work in legislative governance has been particularly notable through his role as Legislative Consultant to the House of Representatives Public Accounts Committee. During this period, the committee undertook a series of investigations into revenue leakages and outstanding financial obligations, leading to the recovery of substantial public funds for the Federal Government.

Public reports indicate that successive oversight and accountability initiatives undertaken by the committee resulted in recoveries exceeding ₦50 billion, ₦61.5 billion, and later more than ₦200 billion through fiscal compliance and accountability measures.

In efforts to deepen fiscal governance and parliamentary accountability, Okereke spearheaded the organisation of the First International Conference on Public Accounts and Fiscal Governance in Nigeria. He also played a significant role in facilitating Nigeria’s hosting of the Annual General Conference of the West African Association of Public Accounts Committees, an event aimed at strengthening regional cooperation on public financial oversight and accountability.

He is also the Co-Convener of the National Legislative Conference, one of Nigeria’s largest assemblies of lawmakers, policymakers, academics, development partners, and civil society actors. The conference serves as a platform for discussions on governance reforms, democratic development, institutional strengthening, and legislative effectiveness.

Among his most notable contributions to legislative development is the design and implementation of the Legislative Horizontal Accountability Framework for the House of Representatives through the House Committee on Monitoring and Evaluation. The framework introduced a structured mechanism for assessing legislative productivity and committee performance in relation to the House Legislative Agenda.

The governance expert is also credited with developing the National Assembly Deliberative Barometer (NADB), a legislative performance assessment framework designed to measure productivity, oversight effectiveness, representation outcomes, policy contributions, and institutional performance within Nigeria’s legislature.

His expertise has further been applied to the development of oversight frameworks used in investigations relating to the Nigeria Rail Modernisation Project and associated international loan arrangements. His institutional reform efforts also contributed to improvements in treaty management processes and the re-establishment of Nigeria’s National Depository of Treaties under the Federal Ministry of Justice.

A Fellow of the Institute of Strategic Management of Nigeria (Chartered), Okereke regularly serves as a resource person on governance, legislative development, public policy, leadership, institutional reform, and public sector performance management.

He also co-developed the Youth Leadership Programme hosted by the National Institute for Policy and Strategic Studies (NIPSS), a programme designed to equip emerging leaders with strategic leadership skills, civic responsibility, and nation-building values.

Beyond governance and policy, Okereke has undertaken specialised studies in security management, conflict resolution, strategic operations, and national security, areas he says are increasingly important in addressing contemporary governance and security challenges.

As Convener of the National Political Equity Movement, he advocates political inclusion, consensus building, social justice, and national cohesion through civic participation and democratic engagement.

His commitment to social development is also reflected in the Project Hope Alive Initiative, a nonprofit organisation he founded to provide educational support, mentorship, leadership development, and social interventions for vulnerable children. The initiative, guided by the philosophy, “Every Child Is Your Child,” has reportedly impacted more than 10,000 children through various educational and leadership programmes.

Okereke previously served as National Director of the National Children Leadership Conference organised by Caldev Africa, helping to mentor and develop young leaders across Nigeria and other African countries.

His leadership journey began during his student years when he served as President of the Students’ Union Government of the University of Nigeria. He later became Deputy National Youth Leader of the Alliance for New Nigeria and represented the country at the 10th Commemorative Conference on the African Youth Charter, contributing to discussions on youth accountability and development frameworks across the continent.

Observers say his work in legislative innovation, parliamentary strengthening, governance reform, youth empowerment, and public accountability has positioned him among emerging voices shaping conversations around democratic governance and institutional transformation in Nigeria and Africa.
