NCCC, UNDP train stakeholders on preparation of Nigeria BTR1 &2

The National Council on Climate Change (NCCC) said it is prepared to lead efforts in tackling climate change in the country.

NCCC Director-General, Dr. Salisu Dahiru stated this in his opening remarks at a 5-day training workshop for the preparation of Nigeria’s First and Second Biennial Transparency Report (BTR1&2) and the Fourth National Communication in Lagos.

Dr. Dahiru was represented at the event by Michael Ivenso, Drector of energy, transportation and infrastructure at NCCC

The workshop was organized by the NCCC with the support of the United Nations Development Programme UNDP.

The BTR1&2 and Fourth National Communication will be submitted to the United Nations Framework Convention on Climate Change (UNFCCC).

Dahiru said Stakeholders are expected to be involved in every step of the implementation, by providing information and data required from respective sectors in order to achieve holistic and quality reporting covering all areas of importance.

He said “In the course of this workshop, Capacity will be built on the transition to the Enhanced Transparency Framework (ETF) of the PA and its guidelines, as well as the use of the developed tool/template which will be validated, to enable ease of data collection for the GHG inventory, Mitigation Action and its effects as well as Support received and needed. This is geared towards achieving a successful reporting, for submission to the UNFCCCC.

Nigeria, being a Party to the UNFCCC and its Paris agreement (PA), has the obligation to prepare and submit national reports of emission of GHG by sources and removal by sinks, mitigation actions, adaptation impacts and support received or needed, which is in accordance with the decisions and guidelines of reporting under the Convention.

In order to meet this obligation, Nigeria has prepared and submitted to the UNFCCC, three (3) reporting cycles in the National Communication, two (2) in the Biennial Update Report and currently commenced the preparation of the BTR1-BTR2-NC4 funded by GEF. The BTR 1 is expected to be submitted to the UNFCCC by December 2024 as mandated in the PA.

BTR include information on national inventory reports (NIR), progress towards NDCs, policies and measures, climate change impacts and adaptation, levels of financial, technology development and transfer and capacity-building support, capacity-building needs and areas of improvement.

Transparency extends beyond the reporting and review of relevant climate data and information: it helps to track emissions and impacts, identifies needs and priorities, and tracks progress towards implementation and goals

A national communication is a report that each Party to the Convention prepares periodically in accordance with the guidelines developed and adopted by the Conference of the Parties (COP).
