FG Directs MDAs to Adhere to New Equipment Leasing Regulations

The Federal Government has issued a binding directive to all Ministries, Departments, and Agencies (MDAs) concerning the handling and documentation of equipment leasing transactions across the country.

The directive, issued through the Equipment Leasing Registration Authority (ELRA) — which operates under the Federal Ministry of Finance — was announced in a statement released in Abuja on Thursday by ELRA’s Registrar and CEO, Donald Wokoma.

According to Wokoma, the directive follows a circular referenced F/LEG/2809/15/T2/7 dated 27th June 2025 from the Finance Ministry. It officially outlines ELRA’s operational mandate and requires MDAs to consult the agency on all leasing-related matters.

Per the circular, MDAs must now conduct equipment leasing transactions through ELRA’s official channels, either via the website (www.elra.gov.ng) or through the contact numbers provided (0705 032 4595, 0803 612 7118).

“The key directives to MDA’s include: Ensuring that an ELRA registration certificate accompanies all procurement processes involving equipment leasing;
“Registering all lease agreements with ELRA as a prerequisite for procurement eligibility;
“Complying fully with the Public Procurement Act, which aims to streamline leasing operations and support the Federal Government’s revenue mobilization strategies,” the circular explained.

Wokoma noted that the new compliance structure is designed to enhance transparency, oversight, and accountability in public sector leasing arrangements.

He also stressed the need for comprehensive dissemination and strict enforcement of the directive within all government institutions.

“The integration of equipment leasing into a formal registration process will not only boost confidence in lease transactions but also contribute to the overall fiscal efficiency of the government,” Wokoma noted.

He urged all relevant stakeholders to act swiftly in complying with the directive to avoid breaching the newly established procedures.
