Primaries: NDC moves to enforce discipline, strengthen internal structures

The Nigeria Democratic Congress (NDC) has announced a series of far-reaching measures aimed at strengthening its internal structures, enforcing party discipline, and institutionalising its operations following resolutions reached at its second National Executive Committee (NEC) meeting.

In a statement issued on Saturday by the National Publicity Secretary, Osa Director, the party said the resolutions underscore its commitment to building a strong and enduring political institution founded on party supremacy, accountability, and collective leadership.

According to the statement, the NDC resolved that all governments elected on its platform must operate in close consultation with party structures, particularly in the formulation of policies, implementation of programmes, and political appointments, with the exception of personal staff appointments.

“The party remains supreme, and members are expected to align their personal interests and agendas with those of the party,” the statement said.

The NEC also resolved that all affiliated groups and non-governmental organisations associated with the party must function under its guidance and control, stressing that no group would be allowed to operate independently or in parallel with the official party structure.

As part of efforts to promote discipline and ethical conduct, the party announced plans to establish a comprehensive Code of Conduct for all party officials and candidates.

To achieve this, a committee headed by the National Legal Adviser has been constituted to develop the framework and guidelines that will govern the conduct of party members and office holders.

The party further disclosed that a National Reconciliation Committee has been inaugurated to engage aggrieved members and address grievances arising from recent party activities, including the just-concluded primary elections.

The NDC reiterated that it is being built as a lasting political institution rather than a personality-driven platform or a temporary political vehicle.

“The NDC is being built as an institution, not a personality cult, political movement, or Special Purpose Vehicle to be used and discarded,” the statement noted.

The party urged members to remain committed to its growth and sustainability, emphasizing that loyalty to the party and the national interest must take precedence over individual ambitions.

On financial accountability, the NEC resolved to enforce strict transparency in the management of party resources. Party officers were directed to ensure that all funds are used strictly for official party business and accounted for accordingly.

The party also announced new financial disclosure requirements for candidates seeking elective offices on its platform. Under the guidelines, candidates will be required to fully disclose all funds raised for campaigns, as well as personal contributions made toward their campaigns.

According to the statement, all campaign funds must be paid into designated party campaign accounts at the local government, state, zonal and national levels, including presidential and governorship campaign accounts where applicable.

The NDC said the measures are part of broader efforts to entrench accountability, transparency and institutional governance within the party as it prepares for the 2027 general elections.
