A true administrator is known by certain qualities he manifests. He displays passion for what he believes in. He instills diligence and confidence in the people he leads. He exudes courage and vision in the system where he operates. He sets goals and ensures that they are achieved in record times.
For Mr. Bitrus Danharbi Chinoko, these administrative and leadership attributes stand him out from the crowd.
It is an incontrovertible fact that the nation’s public service had suffered setbacks because of retrogressive bureaucracy, ineffectiveness, corruption and quite often, sheer incompetence and naivety.
However, there are few people in the system who are gradually changing the tides through diligence, professionalism, accountability, due process and patriotism.
Mr. Chinoko, whose thorough handling of administrative matters remains unparalleled, is always focused in service delivery. This has led to his excellent handling and achievement of needed results in various responsibilities he has undertaken in public service.
Chinoko’s ability to think and act strategically in difficult situations, his swift response to issues, his stoicism and prowess in building new partnerships of functional systems coupled with his ability and passion to develop and communicate strategic visions in a work place distinguish him from other administrators.
Born in 1964 at Danko/Wasagu Local Government Area of Kebbi State, Bitrus Danharbi Chinoko had his primary school education in Ibadan, Enugu and Zaria from 1970 to 1976. He attended Government Secondary School Makarfi in Kaduna State from 1976 to 1981 and proceeded to Ahmadu Bello University, Zaria where he graduated in 1986 with B.Sc in International Studies. The search for further knowledge led him to Usman Danfodio University, Sokoto from 1995 to 1997 where he bagged Masters Degree in Political Science.
From 1988 to 1991, Mr. Bitrus Chinoko worked in the Sokoto State Civil Service as a Zonal Welfare Officer at the Ministry of Social Development, Youth and Sports; Deputy-in-Chief, Rehabilitation Centre for the Mentally Disabled Persons, Kware, and Zonal Social Welfare Officer at Zuru Social Welfare Office.
With the creation of Kebbi State in 1991, Bitrus Chinoko joined the new Kebbi State Civil Service and served variously as Press Secretary to the State’s Military Governor; Acting Deputy Director, Planning, Research and Statistics at the Ministry of Women Affairs; Press Secretary to Chairperson, Family Support Programme and Wife of the Military Administrator and Principal Social Welfare Officer (Planning) at the Directorate of Social Welfare, Office of the Executive Governor of Kebbi State.
In September 2000, Mr Chinoko joined the Centre for Management Development (CMD) and served at the General Services Division (GSD) as Assistant Chief Planning Officer and later Chief Planning Officer before moving to the Corporate Affairs Division (CAD) as Assistant Director and was later promoted Director, Administration and Human Resources in 2011.
The new Director General of CMD attended several courses in Management, Administration and Planning both in Nigeria and overseas, including Central Bank of Nigeria Research Methodology, Planning and Policy Analysis for Economic Management; African Capacity Building Fund and World Bank in Kigali, Rwanda in 2011. He also participated in a seminar on Public Administration for Civil Servants from African Countries at the Chinese Academy of Governance, Beijing, China, in 2012.
Mr. Chinoko has continuously discharged his functions in diverse capacities in CMD which has earned him accolades from various quarters.
In February, 2018, he assumed office as the Acting Director-General following the end of tenure of the immediate past Director-General. It is on record that he and his management team have charted a new and progressive course for the Centre. The achievements recorded so far speak volume of what is to come.
As the Centre for Management Development under the leadership of Bitrus Chinoko continues its journey in capacity building and regulation of standards in the Nigeria’s management training industry, the expectations of stakeholders and Nigerians in general is to see a world class institution which will compete favourably with its counterparts in other parts of the world.
In satisfaction with his leadership qualities as the Acting Director-General, President Muhammadu Buhari appointed Mr. Bitrus Chinoko as the substantive Director-General, Centre for Management Development for a four-year period in the first instance. In his congratulatory message to the new Director-General, the President urged him to show leadership and work towards taking CMD to the next level of development.
The Centre for Management Development which was established by the Federal Government in 1973 is a parastatal of the Ministry of Finance, Budget and National Planning, charged with the mandate of Policy Making, Promotion and Coordination of Managerial Manpower Development; Accreditation and Registration of Management Trainers and Training Institutions; Management Advisory and Consultancy Services; Reference Library for Management Development; Sponsoring, Promoting and Conducting Research into various facets of Management Development; Publishing Journals, Research Papers and Books on Modern Management.
