Ganduje Inaugurates White Paper Committees For Tertiary Institutions

Kano state Governor, Dr. Abdullahi Umar Ganduje has Inaugurated white paper drafting committees for Tertiary Institutions in the state as part of successful implementation of the reports of the Visitation Panels.


The White Paper Drafting Committees/ Technical Committee is given two weeks to submit their reports.
According to a Statement by his Chief Press Secretary, Malam Abba Anwar, the event took place during the State Executive Council Meeting, held at Africa House, Government House, Kano, on Wednesday.

Part of terms of reference for the committees are to study the Visitation Panels’ reports of their assigned institutions and advice government on the various recommendations. And to do that within a period of two weeks from the date of inauguration. 


“You are being appointed because of your capacity, capability and knowledge of the system at hand,” Ganduje stated. 


The Statement indicated that Kano University of Science and Technology, Wudil, (KUST) has Barrister M.A. Lawan, the state Commissioner of Justice and Attorney General, as the Legal Advisor and Chairman of the committee. With Zainab Braji and Prof Shehu Usman Aliyu as members. While Dr Tijjani Rufa’i Buhari is also a member and Secretary of the committee. 


Yusuf Maitama Sule University, Kano, (YUMSUK), has Barrister Ibrahim Mukhtar, state Commissioner of Commerce, as the Legal Advisor and Chairman of the committe. While Dr Muhammad Dahiru Shehu and Prof Yusuf Bala Daraja will serve as members. Dr Muhammad Lawan Farouq is also a member and Secretary of the committee. 


Kano State Polytechnic has Prof. Abdurrashid Garba, former Deputy Vice Chancellor, Administration, Bayero University, Kano and former Executive Secretary, National Examination Council (NECO), as Chairman of the committee. Members are Fatima Binta Salihu and Barrister A.S. Aikawa. While Dr Jamila Aminu is also a member and the Secretary of the committee. 


Arch Ibrahim G. Kabara, a retired Permanent Secretary is the Chairman of the committee assigned to Sa’adatu Rimi College of Education, Kumbotso. Members are Barr Aminu ‘Yargaya and Sa’ad Farouq. While Ibrahim B. Garko is also a member and the Secretary of the committee. 


Hossam Musa Kari, retired Permanent Secretary, is the Chairman of the committee sent to Kano State College of Education and Preliminary Studies. The committee has Barr A.A. Gadanya and Prof Zafar Salim, as members. And Dr Mahmoud Zubair is a member as well as the Secretary of the committee. 


The committee sent to Aminu Kano College of Islamic and Legal Studies has Ibrahim Sagagi, Permanent Secretary of the Ministry for Local Governments, as the Chairman and committee. Barrister Mustapha Nuruddeen Mohammed is the Legal Advisor of the committe and a member. Ahmad Yahaya is also a member. Then Dr Sani Haruna is a member, will also serve as the Secretary. 


Dr Binta Umar Bala, a Permanent Secretary with the state Ministry of Science, Technology and Innovation, is the Chairman of the committee, sent to Audu Bako College of Agriculture. Other members are Barrister Musa Dahuru, who will serve as Legal Advisor and a member and Dr Ali Na’ibi, member. While Dr Umar Mato will serve as the Secretary, is also a member. 


Lauratu Ado Diso, a Permanent Secretary with the Ministry of Education, is the Chairman of the committee sent to RMK College of Advanced and Remedial Studies, Tudunwada. With Barrister Abdullahi Salisu Marmara, who will serve as Legal Advisor and a member and Prof Aminu Ahmad as member. Hajara Muhammad Tahar is the Secretary and a member.


For the Technical Review Committee (TRC) for the Draft White Papers, Barrister Mahmoud Balarabe, the Executive Chairman of the State Public Complaints and Anti-Corruption Commission, will serve as Legal Advisor and Chairman of the committee. Other members are Dahiru Adda’u, Fulani Sarki, Abba Mustapha Dambatta and Dr Lawan Shehu Abdulwahhab. While Abdullahi Balarabe will serve as the Secretary as well as a member.

The Technical Review Committee has Terms of Reference as, “The Committee shall consider the report of the Draft White Paper Committees for the eight Visitation Panels and ensure that they are in tandem with the prevailing laws and policies of the government, before presentation and onward transmission for the Visitor’s (Governor’s) approval. 


“The Committee shall complete the assignment and submit report within a period of 14 days from the date of inauguration.”
